The Photo is from about 1890. The man seems to be about 30 years old, He must then be born in about 1860.
The seacaptain Sven Olof Magnus Kjärr was born on 16 March 1883, Göteborgs Karl Johan and died on 17 May 1917.
So it cannot be the same man as the seacaptain.

Sandy Lerner
I am reasonably certain that this is Sven Olof Kjärr. Westerberg was Kjärr's father-in-law. Kjärr's photo is in the "Göteborg Posten" on May 21st, 1917 on the sinking of the Viken, of which Kjärr was the ranking officer. Looking at the two photos, it is very, very likely Kjärr.
